Sir,

Public Works Office,

Hong Kong, 29th November, 1898.

"Victoria Jubilee Road"

1st Oct 1898.

Referring to C.S.O.1965

55/1893, I have the honour to ask that you will be good enough to bring the matter to the notice of His Excellency the Governor, in the hope that some means of coming to an understanding with the Jubilee Committee may be suggested and the present unsatisfactory deadlock as regards this important matter may come to an end.

2. With the approval of His Excellency the Officer Administering the Government, I addressed a letter to the local press on the subject, a copy of which I hereto annex. I have nothing further to add to the arguments therein put forward for commencing at Aberdeen or Shaukiwan, or both, and leaving the section round Mount Davis to the last, but in support of my opinion I venture to quote the following very pertinent remarks on the subject from His Excellency Major-General Black's farewell address to the Council;

"A survey has been made of the Jubilee Road round the Island. It has been traced with easy gradients and offers

The Honourable

The Colonial Secretary.
